The first part is quite straight forward and opens up Eye of the North and the Hall of monuments.
Speak with Jora outside Boreal Station. Then follow along the path. You will come to some snow wurms that seem to be bugged. They are red but don't fight. A little farther you will come upon Nidbjorg a Norn with whom you can fight and increase your reputation with the Norn by 25 points(Norn title track). The group with the Avalanche and the level 28 Pinesoles are a little bit more challenging but not much. Farther North another Norn named Skjaldulf Lightfingers will earn you another 25 Norn points. Continue across the frozen lake to Eye of the North. Once inside continue into the Hall of Monuments. Stare into the Scrying Pool and it will open up the other parts of the quest.
