They be obtained from celestial creatures that you have to defeat in the Nahpui Quarter mission or from Temple Guardians in Tahnnakai Temple (Mission) and Tahnnakai Temple (Exploralbe). This weapon can only be found in the Guild Wars Factions campaign.
