The Celestial Sigil can be obtained by maintaining a six-win streak in a tournament. After a guild obtains a Sigil, it can then be sold via player-to-player trade, like any other item; or it can be sold to (and then purchased from) an NPC merchant on the guild islands.

The Celestial Sigil is (only?) used to purchase a Guild Hall.
