These bluish translucent bows can usually only be found in the Underworld but can be obtained from the chest spawned during the Kilroy Stonekin Quest in Sorrow's Furnace, and are used by your Doppelganger as well as the Ghostly Hero. Dyes do not seem to work on these weapons. (blue and red confirmed)
