Hex Spell. Skills used by targets affected by Eternal Languor recharge 10...20% slower.

Concise: Hex Spell. Causes skills to recharge 10...20% slower.

This environmental effect is found in the "Trial of Eternity" in the Dasha Vestibule mission, along with the Eternal Lethargy and Eternal Suffering effects. The two Eternal Guardians of Languor each maintain a separate instance of it: one at the minimum and one at the maximum value.
Even though the description calls it a hex spell, it functions as an environmental effect and cannot be removed except by killing the Eternal Guardians.
