Description
- This creature is the target of the Voices in the Night quest, and only spawns when it is active.

- Istan:
- Zehlon Reach: Northwest, surrounded by Trapped Voices and their jars.

- His area has an Environment Effect called Curse of Silence, which disables shouts and chants.
- Despite his exceedingly high level for an Istani creature, he actually doesn't seem to deal much damage, unless you ignore his hexes and trigger their effects. Simply having some restraint is usually more than enough to defeat him.
