There are two types of Flame Artifacts. The more common variety is in thin, fairly flat and in the shape of a stylised flame. Can also be obtained from collectors and weaponsmiths.

The rare eye artifact cannot be dyed.
Common flame artifacts from collectors can be dyed. The whole item will take color, except for the sparkles.
Canthan collector's artifacts dye differently than tyrian and elonian ones.
Please note that the Tyria/Elona one can't be dyed back to its default color once dye is applied; using a combination of 3 Red Dye and 1 Brown Dye comes fairly close, though.
The default color of the Canthan artifact is Yellow.
