The Flame Temple is a holy place to the Charr. Every once in a while, they bring a fresh brazier of fire to it. The temple is guarded by Charr Flame Keepers. The only way to reach this small temple is by taking the bonus objective in the Ruins of Surmia mission, where you must prevent the Ember Bearers from reaching the temple.
