Concise: (20 seconds.) Inflict Cripple (1...9...11 seconds) with your attackskills and transfer 1 condition. No effect unless wielding a cold weapon.
Try combining this with a crippling weapon instead of a cold weapon, and then using an enchantment such as Grenth's Fingers to eliminate the need for a cold weapon.
As with Ebon Dust Aura, this skill would combine quite well with the Volley ranger attack skill.
