Headgear is the general term used for the piece or armor that's applied to the head of a character.

Profession headgear

The standard profession specific headgear generally provides a +1 bonus for any attribute of the profession.

The headgear has a specific name and appearance for each profession:

Festival hats

Festival hats are a type of special headgear handed out as a reward during seasonal special events.

While you are able to attach runes to them (not insignias, with the exception of the Dragon Mask and Demon Mask), these headgears are not meant to have any functional value because they have an armor level of zero. They are merely collector items, for fun and for looks. (An exception was a monk farming build based on Spirit Bond, before it was nerfed, where having the lowest armor possible was an asset.)
