Dialogue
- Many Canthans are being displaced from the city and forced down into the Shenzun Tunnels because they have nowhere else to go. By the emperor's orders, we have completed work on a public shelter. Find those in need of a home and bring word that they now have someplace to go. I am sure the Emperor's Hand will reward you well.
Walkthrough
Imperial Guardsman Yang is in the rooftop of Tahnnakain Temple(see image). You have to take the long way and fight against number of Jade Brotherhood along the way to see him. The quest itself, however, is very easy because three refugees are in relatively safe area of Shenzun Tunnels. Tahnnakai Temple (Location) is the nearest town to see the refugees.
