The Jingle Bear is found in Gwen's Garden after finishing all the Wintersday quests in Eye of the North during the 2008 Wintersday Event. It looks like a Miniature Polar Bear and Ursula the White.
Currently, this creature is not tamable. ArenaNet community relations manager Regina Buenaobra has confirmed it should be, and that the live team is working on a fix. (Source.)
