He is found outside of the Marketplace, just east of where "Bukdek Byway" is labeled on the map. There is no necessary active quest for Kenshi to spawn.
Due to the -5 energy penalty, these daggers are also best combined with low-energy attacks and a high ranking in Critical Strikes. The Shrouded Canthan armor is also preferred due to the +7 energy bonus.
