Full: While you maintain this enchantment, target ally deals 30% less damage with attacks, but gains 14...43...50% more Health when healed.

Concise: Target ally gains 14...43...50% more Health when healed. This ally deals 30% less damage with attacks.

The healing bonus from Life Attunement is universal, applying to any health increase except life stealing, from skills such as Vampiric Gaze, and direct health gain, from skills such as Contemplation of Purity. Full lists of such exceptions can be found here and here.
This enchantment is one of the few skills that can be considered to have negative effects on an ally.
