The Cracked Armor condition is applied before the damage. Because of this, Lightning Orb will always do listed damage to a 100 AL target (barring enchantments, hexes, etc.). Cracked armor brings the target down to 80 AL, and the inherent 25% penetration from the skill negates another 20, resulting in 60 AL, or tooltip damage.
