Miki the Skull Spirit appears in Haiju Lagoon near the beach, southeast of Daochu Village and northwest of Hanzing Pier. Although not particularly tough on her own, she patrols her encampment along with nearly two dozen Crimson Skulls, ranging from L3-15. Her group can be whittled away to manageable chunks by approaching the camp from different directions; the area's geography presents at least 3-4 such opportunities.
