The Oracle of Time is encountered in the Mists during the Imperial Sanctum mission. He has all the appearance of a Canthan nobleman, but it is unclear if he is a mortal. He will talk to you if you select him but other than that, he does nothing.

This NPC can be seen from the bridge before entering the area where you fight Shiro. He appears to be standing on the same path the player takes while in the Mists, save the color shading.
