These candy canes were available from collectors during Wintersday 2005 and from Winter Gifts during Wintersday 2005, Wintersday 2006, Wintersday 2007, Wintersday 2008, Wintersday 2009, and the Secret Lair of the Snowmen reward chest. Peppermint Candy Canes completely remove Death Penalty, but cannot be used in PvP. They are commonly referred to as CC's.
Peppermint Candy Canes are often used in long or difficult PvE instances, during which high Death Penalty can build up. Examples include The Deep and Urgoz's Warren.
