Pet attack is a skill type. All Pet attacks are Ranger Skills linked to Beast Mastery.

Pet attacks are useless without Charm Animal because they require a pet.

The unusual thing about Pet Attacks is that the ranger uses the skill and the pet does the melee attack. The damage type depends on the pet type.

So skills that involve the target attacking should be used on the Pet and skills that involve the target using skills should be used on the ranger. (note Spiteful Spirit in this context)

They are used in a similar manner to shouts; they have no casting time and can be used even while you are in the middle of using another skill. While they are attack skills, the player's character is the one activating the skill but the pet is the one that actually attacks. This may make it hard to take advantage of effects that trigger when a character hits with an attack skill, such as from Paragon chants, since the pet is not actually using a skill. In a similar way to stances, pet attack skills do not stack; that is, if you use two attack skills before the pet actually hits the target they will not both activate, only the last skill you used will.
