In PvE a common use is to trap fleeing enemies in the range of AoE spells for longer.
If a melee mob is attacking your monk or other casters, hit them with this, so the caster may escape.
Or, hit the mob before it ever reaches your monk, much the same way Imagined Burden is used. This also allows your tanks to reach the mob and keep it at a safe distance.
In PvP, this skill is often used by ranger to stop kiting players
