Full: For 6...11...12 seconds, target foe and all adjacent foes are hexed with Reckless Haste. While hexed, they attack 25% faster but have a 50% chance to miss with attacks.
Concise: Also hexes foes adjacent to your target (6...11...12 seconds). These foes have 50% chance to miss, but attack 25% faster.
Combine with skills like Spiteful Spirit or Empathy which deal damage every time the target attacks to deal that damage faster, or with Price of Failure or Spirit of Failure to trigger those skills' "fails to hit in combat" effects more often.
Casting this on an Illusionary Weaponry mesmer will increase their attack speed at no cost to them, unless you have placed one of the abovementioned "damage on attack" skills on them.
