Shatter Delusions is an extremely powerful spell for those who can time it correctly. If used in conjunction with a lot of Hexes, you can time Shatter Delusions within 1-2 seconds of their end to get a lot of "free" damage. Consider that if you end Conjure Phantasm 1 second early (10 damage normally) with Shatter Delusions, you "gain" damage by using Shatter Delusions with any level of Domination Magic. The more Domination Magic points you have invested, the bigger the gains, and the more leeway you have. You can also use Shatter Delusions on Hexes placed by other Mesmers, as long as your target is an enemy player.
If you have one Hex on a foe and that foe is using a skill to remove it, use Shatter Delusions before their heal resolves. You will get in cheap damage and cause the target to have wasted a skill that probably has a very long recharge time. Because Shatter Delusions is cast almost instantly, wait until the target is almost done removing the Hex before Shattering it, so the Hex you have in place gets to last a little longer.
