Full: For 1...8...10 seconds, spells cast by the target foe and all adjacent foes take 100% longer to cast. Spells targeting these foes that are cast by you or your allies take 50% less time to cast.
Concise: Also hexes adjacent foes (1...8...10 seconds). Doubles spell casting time. Spells cast by you or your allies on hexed foes have -50% casting time.
Stolen Speed is similar to Migraine and Arcane Conundrum and can be used as a base for interrupts. Being a Fast Casting spell, it doesn't require any points in Illusion Magic, saving attribute points that can be spent elsewhere. It is also cheap and spammable. The counter-arguments are that it doesn't slow down casting speed as much as Migraine and Arcane Conundrum do, and it seems to be counterproductive with Fast Casting- Stolen Speed is calculated in the casting time equation before Fast Casting. In other words, Stolen Speed reduces the casting time of your spell by 25% and then Fast Casting reduces the rest. Stolen Speed also works like Life Siphon- multiple targets hexed with it will give the caster multiple casting speed bonuses. But this comes at the expense of reduced effectiveness of Fast Casting. Nevertheless, it is a viable, cost efficient, non-Illusion base for interrupts.
