if anyone remembers this: I believe she is in a quest you get in house zu heltzer from the count. It's the one where you have to visit the noble houses. Its the last you get from the count I think. Hell, the reason that the Kurzicks fight in clothes like that are pretty much the reason I've sided my characters with them. But doesn't she have an elite skill? All the other house heads seem to.
