Dunkoro's Absence of Zeal

I made a monk in NF and so when I got Dunkoro I didn't need him as a heal or prot because i was already. So I set him up as a high energy smiting monk with this, but he never used Defender's Zeal, even when I put it on the far right of his bar. Any theories?
