Confirmed: Completing Stemming the Tide alone will not enable this quest.

I have checked and this is not the case. I checked this quest frequently and it was first available after I completed Sunjiang_District_(mission) (it was not available before this mission). I believe that it also requires Raze the Roost because this quest refers to a shelter in Shenzun Tunnels which the minister decides to complete when you complete Raze the Roost. It may also require Stemming the Tide. If someone could check this it would be good. I have updated the requirements to include Sunjiang_District_(mission). Arathur 02:41, 2 June 2006 (CDT)
- I'm quite sure that Raze the Roost is not a requirement. I can't remember bribing a Junior Minister, but I got the quest from the Guardsman. Not sure about Stemming the Tide because I did that before obtaining Housing for Refugees --Chi Li 02:47, 2 June 2006 (CDT)
