Does anyone knows if there are any elite skills available in the island???

There are now - I saw Broad Head Arrow, Order of Apostasy, and Shadow Form on the lvl 14 afflicted outside zen daijun today (11/4/7). Don't know if they're cappable though.

- I think it looks a bit like Kryta and Shiverpeaks with chinese infuences. Something not so nice is that the trees are a bit fake if you look to their feet in the ground.

Note on explorables[]
I completely missed Zen Daijun and Minister Cho's during vanquishing because there are no names on the explorables unless you visit them outside the missions; Foreign characters have no business beyond vanquishing there, though. Just thought I should share. ---
