- I got the same place as you. I bet there are like 5 different spawn locations.. and it's random
Zoned from Rata Sum a few times, it and got around 1/3 of the meter. So it seems that this one also has a possible spawn spot near a town entrance.
It would be nice to know the probability of the cipher spawning in each location.
