Towns, unlike outposts or mission locations, are staging areas on the map that usually provide the full set of NPC services:

Some towns have road signs marking sections of the town where NPCs offering similar services gather together.

There is only one Town per Region, and could be said to be the capital. Note that some regions do not have any town, like The Desolation and Ring of Fire Islands.

Note that the term town is also used as a term to refer to towns, outposts, and mission locations.

Towns are annotated on the continental map (default key "M") using different icons in different campaigns:
