Towns, unlike outposts or mission Locations usually provide the full set of infrastructure:

• Henchmen
• Xunlai Agent (Storage)
• Merchant
• an Arena
• various Traders and Crafters:
  • Armor Crafter
  • Weaponsmith
  • Rune Trader
  • Material Trader
  • Rare Material Trader
  • Scroll trader
• Guild Registrar
• Skill trainer
• Collector(s)

Some towns have road signs marking sections of the town where NPCs offering similar services gather together.
