Yomindhe's Journal is the quest item required to complete A Mysterious Missive. After finding it in the Mound of Dirt located in the Plains of Jarin, it must be taken to Scholar Chago in The Astralarium. The journal itself was written by Yomindhe, a famous Istani scholar of yore; it details his research on the origins of the Scarab Plague and how it spread throughout western Istan.
